Position Description:

RTI International, in collaboration with the Ministry of Health and Social Welfare (MOHSW) is seeking qualified candidates for its project Strengthening HIV Strategic Health Management Systems (HMIS) Activities in the United Republic of Tanzania to Improve Informatics and Data Use within the Health Sector under the President’s Emergency Plan for AIDS Relief (PEPFAR), funded by the US Center for Disease Control (CDC) in partnership with theMOHSW.

Overall Purpose:

The Government of the Republic of Tanzania (GoT) Ministry of Health and Social Welfare (MOHSW) Monitoring and Evaluation (M&E) Strengthening Initiative is led by a consortium of funding partners, including the Embassy of the Kingdom of the Netherlands, Global Fund (GF), Government of Norway, U.S. Department of Health and Human Services Centre for Disease Control (HHS/CDC). The Initiative is supported by a consortium of implementing partners including the Clinton Health Access Initiative (CHAI), University of Oslo, University of Dar es Salaam, CDC Foundation, RTI International, Ifakara Health Institute, and others. The consortium has developed the M&E Strengthening Initiative 5 year work plan, which identifies areas of responsibilities for funding and implementing partners. RTI International, with USG PEPFAR funding from HHS/CDC is providing technical assistance to the MOHSW as part of this consortium in specific areas of the 5 year work plan.

The primary responsibility of the Senior Technical Advisor – Systems Analysis and Project Coordination position estimated at 90%, includes the Project Management and Support and Technical Assistance to the MOHSW. In this primary capacity, the employee will be seconded and directly managed by the MOHSW. Additional responsibility, estimated at 10%, includes RTI project management. In this secondary capacity, the employee will directly report to RTI. Under this secondment arrangement, RTI will be the employer of record and provide compensation, benefits and payroll for the employee in accordance with RTI policies and practices and local labor laws of Tanzania. This position is funded through the HHS/CDC. This position will be based in Dar es Salaam, Tanzania.

Anticipated Responsibilities:

• M&E Strengthening Initiative Consortium Project Management and Support (30-40%)

• Serve as the project’s in-country point-of-contact with the MOHSW, RTI’s Home Office, the CDC and consortium partners

• Support the MOHSW in coordination of activities with consortium partners and other stakeholders ensuring a high level of communication and cooperation with the MOHSW and consortium partners

• Provide project management support to the MOHSW for management and coordination of all work package activities, including compiling gantt charts, working with work packages to prepare concept papers, activity justifications, plans and budgets, reviewing activity status reports and preparing integrated status reports. This also includes providing assistance to the MOHSW team to prepare financial and semi-annual reports.

• Work proactively with the MOHSW, CDC and the RTI Home Office Technical Manager to identify technical assistance needs, develop Terms of Reference and engage in recruitment and mobilization

• Provide project management capacity building with all HMIS work package leaders as requested

• Perform other duties as assigned.

• M&E Strengthening Initiative Technical Assistance (40-50%)

Required qualifications and Experience

• University degree (Masters preferred) in social sciences, information systems, systems/business analysis or business and management

• At least 5 years demonstrated experience managing operational, project management and administrative duties for U.S. Government-funded projects or other internationally funded programs

• 10 or more years demonstrated experience in information systems project management, capacity building, organizational development, systems analysis and stakeholder engagement

• A proven track record of building and sustaining effective partnerships with national, regional and district government at senior levels, donors, project partners, and all relevant project stakeholders

• Experience with capacity building, project management, facilitation and coordination

• Experience developing and overseeing technical and operational teams and activities among multi-disciplinary international teams

• Experience with information systems organizational development including capacity building plans and job description development

• Strong oral and written communication skills in English required, including evidence of quality report writing and presentations

• Experience in managing client relations with donor counterparts, USG preferred.

• Experience in large scale government health, education or governance systems analysis with a strong focus on business process assessment

• Experience in organizational development, and developing organizational capacity building plans including job descriptions

• Demonstrated ability to meet deadlines with quality products

• Strong organizational and interpersonal skills.
